Workstreams 8

From 2025 to 2033

Why 2033

A decade of political clarification

Europe faces a risk of political insignificance in a world marked by the return of power politics, technological acceleration, and democratic fragility. Vision 2033 offers a demanding framework to move beyond institutional ambiguity and build a Europe capable of protecting itself without administering daily life from afar.

PromethEUs advocates a federal, regionalist Europe: territories are the democratic foundation, and the European level is the power of protection. This articulation makes responsibility legible and enables durable civic ownership.

Shared diagnosis

  • Responsibilities blurred and a deficit of political decision
  • Technocracy without sufficient civic appropriation
  • Need for collective protection against external powers
Guiding principles

Vision 2033 in six requirements

These principles guide the entire roadmap. They connect pluralism, protection, and democratic responsibility for a Europe that endures.

Identity

Assumed European pluralism

Europe is not uniformity but an organized plurality. Political unity only matters if it protects the cultures, languages, and territories that shape collective life.

Subsidiarity

Lived subsidiarity

Everyday life must be decided as close as possible. Political responsibility is legible when citizens clearly identify who acts and at what level.

Protection

Protective federalism

The federal Europe does not replace identities; it protects them. It concentrates the competences that local levels cannot assume alone.

Economy

Ordered economy

The European economic order must be stable, clear, and impartial. Competition is an instrument of freedom, not an ideology.

Democracy

Territorial and participatory democracy

A democratic Europe must articulate citizen participation, cultural pluralism, and territorial legitimacy.

Duration

Europe able to endure

Political durability requires citizen appropriation and institutions able to protect the freedoms they organize.

Political architecture

Regionalist federation: two complementary sovereignties

Vision 2033 rejects centralization. It defines two coherent levels, each responsible for the functions it can exercise closest to citizens' lives or at the level where strength is necessary.

Lived sovereignty (territories)

The territorial level carries daily life, identities, and social responsibility.

  • Education, cultural transmission, and languages
  • Agriculture, land planning, and local environment
  • Employment, training, and local economy
  • Health, solidarities, and essential services
  • Housing, mobility, and dignified living conditions

Protective sovereignty (federal Europe)

The European level guarantees security, stability, and collective capacity to act.

  • Common defense and strategic security
  • Protection of external borders and resilience
  • Diplomacy and international representation
  • Economic and monetary framework, stability of the single market
  • Critical infrastructures, digital sovereignty, and energy
European power

A Europe of power without renouncing its soul

European power is neither hegemonic nor imperial. It is defensive, deterrent, and protective. It aims to guarantee Europeans' autonomy of decision in an unstable world.

Common defense and strategic security

A credible, interoperable, and durable military capacity to protect citizens and deter threats.

  • Common doctrine and European capability plan
  • Coordinated defense industry and joint procurement
  • Protection of borders and sensitive infrastructures

Industrial and technological autonomy

Strengthen Europe's productive sovereignty so as not to submit to external powers' choices.

  • European industrial policy and strategic champions
  • R&D investments and patient capital
  • Resilient value chains

Energy security and transition

Ensure energy autonomy while accelerating the transition and price stability.

  • Diversification and European interconnections
  • Protection of energy infrastructures
  • Sovereignty over critical supplies

Digital sovereignty

Guarantee technological autonomy, data control, and system security.

  • Cloud, data, cybersecurity, and common standards
  • Protection of critical digital infrastructures
  • Rapid response capabilities to attacks

Unified diplomacy and normative influence

A clear European voice to weigh in power relations and protect our model.

  • Coherent international representation
  • Influence strategy and structured partnerships
  • Defense of freedoms and pluralism
